Cu mai puține cereri depuse la CtEDO, dar în top după numărul de cereri pendinte și hotărâri pronunțate

Chiar dacă în 2020 Curtea Europeană a Drepturilor Omului (CtEDO) a primit cel mai mic număr de cereri îndreptate împotriva Moldovei din ultimii 12 ani - 523 de cereri, Moldova se află pe locul 9 din cele 47 de țări membre ale Consiliului Europei după numărul de cereri adresate, se arată în analiza statisticii cauzelor moldovenești la CtEDO, efectuată de Centrul de Resurse Juridice din Moldova (CRJM).

Potrivit documentului, numărul mai mic de cereri în 2020 nu a schimbat statistica ultimilor ani și moldovenii s-au adresat la CtEDO de 3 ori mai des decât media europeană.

În 2020, CtEDO a pronunțat 32 hotărâri în cauzele moldovenești, Moldova fiind pe locul 7 din cele 47 de țări membre ale Consiliului Europei după numărul de hotărâri pronunțate. În cele 32 de hotărâri pronunțate în 2020, CtEDO a constatat 50 de violări ale Convenției Europene pentru Drepturile Omului (CEDO), majoritatea cărora se referă la activitatea judecătorilor. 15 din cele 50 de violări ale CEDO (30%) se referă la un singur articol al CEDO - art. 6 (dreptul la un proces echitabil).

Până la 31 decembrie 2020, CtEDO a pronunţat 473 de hotărâri în cauzele moldoveneşti. La acest capitol, Moldova devansează cu mult Germania, Spania, Portugalia sau Olanda, ţări care au aderat la CEDO cu mult timp înaintea Moldovei şi au o populaţie cu mult mai mare decât țara noastră.

În baza hotărârilor pronunțate în 2020, Republica Moldova a fost obligată să plătească EUR 2,102,675 (în total din 1997 - peste EUR 19,263,793.44).

La 31 decembrie 2020, 1,054 de cereri moldovenești așteptau să fie examinate și peste 95% dintre acestea au şanse mari de succes. Acest număr este aproape egal cu numărul total de cereri în baza cărora Moldova a fost condamnată în cei 23 de ani de când persoanele se pot plânge la CtEDO împotriva Moldovei.

Companiile care au depus ofertele în prima rundă rămân în concurs și nu trebuie să depună ofertele în mod repetat. 

I. Prezentare generală:

Centrul de Resurse Juridice din Moldova (CRJM) este o organizație non-guvernamentală cu sediul în Chișinău, creată în noiembrie 2010 de un grup de juriști, care contribuie la consolidarea democrației și a statului de drept în Republica Moldova, cu accent pe justiție și drepturile omului. CRJM realizează activități de cercetare și advocacy și este o organizație independentă și neafiliată politic.   

II. Scopul concursului:

În vederea implementării obiectivelor sale, CRJM organizează diverse evenimente (aproximativ 20 de evenimente pe an), inclusiv seminare, conferințe, ateliere sau ședințe de lucru. Astfel, CRJM și-a propus încheierea unui contract pe termen de doi ani (septembrie 2020 – septembrie 2022) cu prestatori de servicii de închiriere săli de conferințe, servicii de cazare și catering, perioadă în care, la necesitate, se va apela la serviciile acestora la prețurile indicate în oferta expediată.

Toate serviciile vor fi prestate în conformitate cu normele impuse pentru respectarea restricțiilor în contextul pandemiei de COVID-19. 

III. Criteriile de selecție:

a) Cerințe pentru sala prevăzută pentru desfășurarea evenimentelor:

1. Locație potrivită pentru grupuri mici și medii de persoane, formatul de mese rotunde, lansări de studii, seminare, ateliere de lucru:

  • pentru acomodarea grupurilor de aproximativ 20-35 de persoane (capacitatea sălii 50+ persoane);
  • cu amplasare centrală, proximitate față de centrul orașului și/sau oficiul CRJM;
  • cu servicii de alimentație incluse sau cu posibilitatea contractării serviciilor de catering;
  • cu sau fără facilități de cazare.

2. Locație potrivită pentru grupuri mari de persoane, formatul de conferințe și forumuri:

  • pentru acomodarea grupurilor de aproximativ 50 de persoane (capacitatea sălii 100+ persoane);
  • sală bine iluminată de tip open space;
  • posibilitatea instalării ecranelor suplimentare, la cerere și în cantitatea solicitată de către CRJM;
  • existența mai multor săli pentru desfășurarea concomitentă a panelelor va constitui un avantaj;
  • design interior modern/high-tech va constitui un avantaj.

3. Locație potrivită pentru programe indoor (în încăpere) și outdoor (în aer liber), cu o durată mai mare de 1 zi, pentru formatul de școala de iarnă/vară, staff-retreat:

  • amplasare în extravilanul orașului, maximum 50 de km de la Chișinău;
  • sală de conferință pentru acomodarea aproximativ 15-25 de persoane (capacitatea sălii 30+ persoane);
  • existența spațiilor outdoor potrivite pentru activități de team-building;
  • existența spațiilor verzi, atât în curte, cât și în împrejurimi pentru trasee outdoor cu echipa;
  • servicii de alimentație incluse, mâncare gătită pe loc cu ingrediente locale;
  • facilități de cazare incluse pentru 15-25 de persoane.

Toate locațiile menționate mai sus vor respecta următoarele condiții:

  • sală propusă cu condiții adecvate și un spațiu corespunzător numărului indicat de participanți;
  • echipament necesar: echipament pentru traducere sincronă, proiector, ecran (mare sau, după caz, și mare și mici), boxe, microfoane;
  • servicii de alimentație, la cerere: prânz, pauze de cafea, fourchette;
  • conexiune la Internet (vă rugăm să indicați numărul de utilizatori activi ai conexiunii la internet în cadrul complexului hotelier); viteza de acces (download/upload), existența sau lipsa accesului Wi-Fi, tehnologie de conexiune la internet: fibră optică, ADSL, SHDSL etc.);
  • locuri de parcare (locuri de parcare gratuite pentru organizatori va constitui un avantaj).

b) Cerinţe faţă de condiţiile de cazare:

  • cazare (camere single și duble cu paturi separate) pentru numărul indicat de participanți;
  • condiții adecvate în camere: aer condiționat cu posibilitatea de a regla temperatura în cameră în funcție de timpul de afară (cald sau rece), grup sanitar în cameră (apă caldă şi rece), TV, frigider etc.;
  • oferirea serviciilor de taxi și întâlnirea oaspeților de la/ la aeroport.

c) Cerințe pentru serviciile de catering

  • Meniu divers (pauze de cafea, fourchette, prânz etc.)
  • Servicii logistice complete
  • Transportarea bucatelor în condiții corespunzătoare (ambalaj, temperatură etc.)          

d) Oferta financiară (preț competitiv cu respectarea raportului preț-calitate);

e) Accesibilitatea locației pentru persoane cu dizabilități (rampă, grup sanitar adaptat) va constitui un avantaj, în procesul de selectare a companiilor pentru evenimente care necesită aceste facilități;

f) Posibilitatea oferirii produselor, bunurilor și serviciilor cu impact negativ redus asupra mediului;

g) Experiența ofertantului (minim 3 ani), cu indicarea portofoliului de clienți;

h) Reputația și imaginea companiei (criteriu valabil în cazul prezentării referințelor).

 

IMPORTANT :

Conform politicii de mediu implementată de către CRJM, furnizorii sunt informați despre necesitatea organizării evenimentelor în conformitate cu principiile verzi:

  • Servirea pauzelor de cafea va include tacâmuri din materiale reutilizabile, de tip: sticlă, ceramică, inox, lemn, etc.
  • La oferirea prețurilor pentru apă se va propune opțiunea: apă îmbuteliată în recipient de sticlă.
  • La oferirea meniurilor pentru prânz și cină se va ține cont de utilizarea în componența acestora de produse alimentare de producere locală și cele de sezon.
  • Sala în care se vor servi pauzele de cafea, prânzurile și cinele trebuie să fie dotate cu opțiuni de colectare separată a deșeurilor pentru reciclarea lor ulterioară.

 

Oferta trebuie să fie datată și semnată de compania ofertantă, și expediată prin e-mail la application@old2.old.crjm.org sau direct la sediul CRJM (Chișinău, str. A. Șciusev 33) până pe 26 august 2020.

Oferta de participare la concurs va conține informație concisă cu indicarea următoarelor:

  • Date despre companie (denumirea, adresa, telefonul de contact, adresa electronică, persoana responsabilă);
  • Autorizațiile de funcționare (copiile certificatului de înregistrare, autorizației sanitare de funcționare);
  • Oferta financiară completată după modelul atașat la prezenta solicitare (https://old2.old.crjm.org/wp-content/uploads/2020/08/Formular-servicii-costuri.xlsx) . Prețurile vor fi indicate în dolari SUA și vor include toate impozitele şi taxele aferente. Compararea ofertelor financiare se va face în dolari SUA. Ofertele prezentate în altă valută vor fi convertite la cursul oficial al BNM din data limită pentru prezentarea ofertelor. De asemenea, în  oferta financiară se va specifica dacă compania efectuează livrări cu scutire de TVA cu drept de deducere, în cazul prezentării pachetului de documente justificative.

Prețurile indicate în ofertă vor fi fixe şi nu vor putea fi schimbate pe durata contractului, fără motive întemeiate și fără consimțământul Asociației;

  • Experiența companiei ofertante în ultimii 3 ani și portofoliul de clienți (referințele vor fi înalt apreciate);
  • În cazul existenței unui conflict de interese, real sau potențial cu conducerea Asociației (președintele și consiliul de administrare), ofertantul se obligă să-l declare în baza unei declarații completate în formă liberă, anexate la ofertă.

Companiile ofertante pot să depună oferte pentru toate serviciile solicitate sau doar pentru anumite servicii, sau doar pentru anumite săli potrivite pentru un anumit format al evenimentului.

Toate companiile participante în concurs, vor fi anunțate despre decizia cu privire la companiile selectate după finalizarea procesului de selectare a ofertelor.

The Moldovan National Platform of the Eastern Partnership Civil Society Forum asks for the adoption without delay of the draft law on noncommercial organizations in the final reading

The Moldovan National Platform of the Eastern Partnership Civil Society Forum (NP EPCSF) calls on the Parliament to adopt without delay the Draft law on noncommercial organizations in the final reading, in version approved by the parliamentary Committee for Legal Matters, Appointments, and Immunities on 28 May 2020 with its immediate entry into force.

The member-organizations of the NP EPCSF welcome the endorsement of Draft Law No. 109 by the parliamentary Commission for Legal Matters, Appointments, and Immunities for the final reading and that it was not complemented with provisions that can hinder SCOs’ work. Thus, the draft law can be adopted in the final reading and since no additional actions are required for the enactment of Draft Law No. 109, it can come into force under the general rule - one month after its publication in the Official Gazette.

Draft Law No. 109 on noncommercial organizations was registered in Parliament on 3 April 2018. It was prepared by a working group—which included civil society representatives—set up by the Ministry of Justice in 2016. The draft law passed repeated public consultation initiated by the Ministry of Justice, which resulted in its refinement, and has all required endorsements. In its current version, the draft law transposes the best practices and standards concerning freedom of association recommended by the Venice Commission and the OSCE/ODIHR. The draft law passed its first reading in Parliament on 3 May 2018. On 28 May 2020, the parliamentary Committee for Legal Matters, Appointments, and Immunities proposed the adoption of the draft law in the final reading.

The draft law simplifies the registration of noncommercial organizations, provides for their free registration, and removes the rigid internal organization structure imposed on them by current laws. The draft law limits the authorities’ possibilities for exerting pressure on noncommercial organizations and excludes unjustified limitations on the foundation of noncommercial organizations by persons from certain categories. The draft law completely prohibits noncommercial organizations from supporting election candidates and sets clear limits on the relationship between nonprofits and political parties. The draft law also establishes the legal framework concerning the government financing or support for noncommercial organizations —a field that has been insufficiently regulated by current laws. In addition, it addresses the legal gaps concerning the establishment of noncommercial organizations that appeared as a result of the 2019 amendment of the Civil Code. It does not require the repeated registration of noncommercial organizations and does not restrict foreign funding for them.

Earlier, many civil society organizations (CSOs) requested that Parliament pass Draft Law No. 109 (public appeal of 3 March 2020 signed by more than 20 SCOs and public appeal of 30 April 2020 signed by more than 40 SCOs).

The National Platform of the Eastern Partnership Civil Society Forum was established in 2011 and currently has 84 members, of which 6 are umbrella organizations for other 255 organizations. The mission of the Platform is to strengthen the European integration and democratic development of the Republic of Moldova and to contribute to advocacy and monitoring for the implementation of the EU – RM Association Agreement and other documents applicable to the Eastern Partnership and the EU – RM relationship.

Seminar în domeniul CEDO pentru avocați/avocate și avocați stagiari/avocate stagiare

Centrul de Resurse Juridice din Moldova (CRJM) dorește să contribuie la o mai bună aplicare de către actorii justiției a standardelor Convenției Europene pentru Drepturile Omului (CEDO). Aceasta poate avea loc inter alia prin fortificarea cunoștințelor specialiștilor/specialistelor în domeniul CEDO. În acest scop, CRJM organizează seminarul „Dreptul la un proces echitabil garantat de art. 6 CEDO” pentru avocații/avocatele și avocații stagiari/avocatele stagiare din Republica Moldova. Seminarul va include exerciții teoretice și practice privind aplicarea CEDO. Accentul va fi pus pe problemele practice răspândite în Moldova.

Seminarul va avea loc în municipiul Chișinău, perioada orientativă a desfășurării seminarului fiind ultima decadă a lunii iulie-începutul lunii august 2020 (data stabilită preliminar este 24-25 iulie 2020). Limba de lucru este româna.

Formatori în cadrul seminarului vor fi Dragoș CUCEREANU, jurist permanent din cadrul Grefei Curții Europene a Drepturilor Omului și avocatul Vladislav GRIBINCEA.

Vor fi selectați cel mult 25 de avocați/avocate sau avocați stagiari/avocate stagiare care au cunoștințe în domeniul CEDO (seminarul va fi la nivel intermediar/avansat). Prioritate va fi acordată:

  1. avocaților specializați/avocatelor specializate în reprezentare judiciară;
  2. candidaților/candidatelor care nu au participat anterior la seminare similare organizate de CRJM;
  3. candidaților din regiuni și femeilor.

Cheltuielile de cazare pentru avocații/avocatele din regiuni, precum și cheltuielile de alimentare pentru toți participanții/toate participantele pe durata seminarului, vor fi acoperite de CRJM. Cheltuielile de transport vor fi acoperite de către participanți/participante.

Avocații/avocatele și avocații stagiari/avocatele stagiare care doresc să participe la seminar vor expedia CV-ul și scrisoarea de motivare, în limba română sau engleză, prin e-mail la: mihaela.cibotaru@old2.old.crjm.org,  până la 1 iunie 2020, ora 22.00. Dosarele incomplete sau cele depuse peste termen nu vor fi analizate. Persoanele vor fi informate dacă au fost selectate sau nu până la 8 iunie 2020.

Prin depunerea dosarelor de participare, candidații/candidatele își dau consimțământul pentru procesarea și stocarea datelor cu caracter personal ale acestora de către CRJM, precum și pentru participarea obligatorie pe întreaga perioadă a seminarului. Prezența fizică a participanților/participantelor este obligatorie. Participarea prin teleconferință nu va fi posibilă. În caz de neparticipare, generală sau în parte, aceștia/acestea se angajează să ramburseze CRJM costurile pentru instruirea sa.

Seminarul va fi organizat, ținând cont de regulile sanitar-epidemiologice. Pentru minimizarea probabilității de răspândire sau infectare cu COVID-19, pe durata seminarelor:

  • Spațiul va fi amenajat astfel încât să fie asigurată respectarea distanței sociale dintre participanți/participante și evitată aglomerația;
  • Toate suprafețele din sală vor fi dezinfectate;
  • În sală vor fi dezinfectanți pentru mâini. Participanții/participantele vor fi încurajați/încurajate să poarte măști pe durata seminarelor.

Council of Europe’s experts call on the Parliament of Moldova to pass Draft Law No. 109 on Non-Commercial Organizations

”The draft Law, if adopted in its current version, would be a welcome improvement on the current regulation of non-profit legal entities, creating a single instrument governing all types of them and addressing a number of existing problems for them”. This is the statement of the Council of Europe’s experts, Anna RURKA, President of the Conference of International Non-Governmental Organizations (INGOs) and Jeremy McBRIDE, President of the Expert Council on NGO Law. The experts launched today, 7 May 2020, a public call to the Parliament of the Republic of Moldova to pass Draft Law No. 109 on Non-Commercial Organizations (NCO).

The European experts highlight the provisions of the new draft law that would:

  • Enable all individuals, whatever their citizenship or residence, to found and be members of associations, as well as to become their managers/leaders and members of their control bodies;
  • Extend to all types of legal entities the possibility of establishing associations;
  • Remove certain limitations on state officials belonging to associations or their control bodies; and
  • Restrict the scope for state officials to interfere in the internal operation of associations.

The experts consider that the provisions of the draft Law are in line with the European standards on freedom of association and that their adoption would facilitate the free exercise of this right in the Republic of Moldova. Moreover, the adoption of the draft Law would serve as a good example for other countries in the region. The experts recall the importance underscored in Recommendation CM/Rec(2018)11 of the Committee of Ministers to all Council of Europe member States ensuring an enabling legal framework and a conducive political and public environment for civil society organisations.

The call was launched in the context of the finalization by the Commission for Legal Matters, Appointments and Immunities of the Parliament of the Republic of Moldova of draft Law No. 109 on Non-commercial organizations passed in the first reading in May 2018. On 30 April 2020, more than 40 civil society organizations addressed a similar public appeal to Parliament, calling to pass the draft in the final reading, to bar any amendments that could impede nonprofits’ work, and to consult with civil society organizations about any proposed amendment to the draft law in a transparent and inclusive way.

Moldova – in the top countries with the most applications and convictions to the ECtHR

In 2019, the Republic of Moldova was in the 5th place among the countries against which the European Court of Human Rights (ECtHR)  issued the most judgements. Moreover, Moldovans complained to the ECtHR 3.4 times more often than the European average. This is the conclusion made by the experts of the Legal Resources Centre from Moldova (LRCM) based on the analysis of the ECtHR's activity report for the previous year. 

In 2019, the ECtHR had delivered 54 judgements on Moldovan cases, ranking fifth out of the 47 member states of the Council of Europe. In this respect, Moldova is far ahead of Germany, Spain, or the Netherlands—the countries that have joined the European Convention on Human Rights (ECHR) long before Moldova and have a much larger population each than Moldova. In total, ECtHR had delivered 441 judgements on Moldovan cases. Most often Moldova was condemned by the ECtHR for the way judges or prosecutors applied the law.  

16 out of 54 judgements delivered by ECtHR against Moldova (approximately 30%) concerned violations of human rights in the Transnistrian region. In 2 of the 16 judgements concerning the Russian Federation, the Republic of Moldova was also condemned. The 16 judgements refer to 34 cases filed at the ECtHR.

In the case of Filin v. Moldova and the Russian Federation, our country was condemned for failure to satisfy the positive obligation to prevent the applicant’s arrest by the representatives of the
“MRT” authorities, and in the case of Negruță  for favoring and contributing to the applicant's detention and transmission to the Transnistrian militia.

As of 31 December 2019, 1,056 Moldovan applications were still pending before the court. More than 95% of them have high chances of success. This is more than all the applications in the cases lost by Moldova in the 22 years since people got the right to sue Moldova to the ECtHR. 

In 2019, the ECtHR received the smallest number of applications against Moldova in the last 12 years. However, per capita, the number of applications against Moldova was very high. In this respect, in 2019, Moldova ranked sixth out of the 47 member states of the Council of Europe.

Under all the ECtHR judgements and decisions issued by 31 December 2019, Moldova was obliged to pay over EUR 17.1 million (EUR 537,000 in 2019 only).

[Extended deadline] LRCM seeks to contract a Fundraising Expert

LRCM seeks to contract  a Fundraising Expert to assist LRCM team in developing a long term fundraising strategy and sustainability plan to help the organization diversify its funding base

In continuation of the tender advertisement dated 6 September 2019, and eventually extended on 24 September 2019, LRCM hereby extends consecutively the tender submission date to 30 October 2019.

EXTENDED DEADLINE FOR THE CALL FOR PROPOSALS:

Terms of Reference for Fundraising Expert to assist LRCM team in developing a long term fundraising strategy and sustainability plan to help the organization diversify its funding base.

CLOSING DATE:

LRCM hereby extends the tender submission deadline to 30 October 2019.

BUDGET CEILING:

The total budget for the overall assignment activity should not exceed the amount of USD 9,000 (including any relevant travel, accommodation or consultancy costs).

BACKGROUND:

Legal Resources Centre from Moldova (LRCM) is a non-profit organization that contributes to strengthening democracy and the rule of law in the Republic of Moldova with emphasis on justice and human rights. Our work includes research and advocacy. We are independent and politically non-affiliated.

LRCM aims to ensure a funding portfolio and mechanisms that are fairly balanced and contribute to secure the organization long term financial sustainability. Although, over the last years the organisation has undertaken some specific actions to enhance budgeting policies, the current LRCM budget still remains mostly project based.

This activity is carried out under the project Promoting the Rule of Law in Moldova through Civil Society Oversight, with the financial support of the U.S. Agency for International Development (USAID).

SCOPE OF ASSIGNMENT:

The selected expert will help the organization diversify its funding base by proposing new fundraising approaches that work considering the profile of the organisation, the country specific context and the existing/potential available mechanisms.

The Expert should:

  • perform the desk review of the current LRCM policies, regulations and practices in place, as well as of the fundraising opportunities in the priority areas for LRCM; if necessary, consider one visit to Moldova;
  • develop, in consultation with LRCM, the draft long term fundraising strategy, identifying funding requirements and opportunities, specific fundraising activities and their timing, as well as responsibilities for fundraising within the organisation;
  • deliver expertise and consult LRCM on how to diversify and improve its funding base, by proposing new fundraising approaches that work, considering the profile of the organisation, the country specific context and the existing/potential available mechanisms.

Key deliverables:

  • design a clear fundraising sustainable strategy, identifying requirements and ways of funding opportunities. Recommend funding activities and their timing.

The strategy shall be presented in English or Romanian.

TIMELINE

The period of assignment will be up to 15 working days, depending on expert’s fees and action plan from November to December 2019, with the final strategy to be delivered by 15 January 2020.

REQUIREMENTS FOR THE EXPERT: 

  • university degree in finance or another relevant field. A master or PhD degree in these fields or any relevant fundraising studies will be considered as an advantage;
  • record of participation in assignments of similar size and degree of complexity is as an advantage;
  • relevant professional experience (up to 5 years; experience with non-profit organization will be considered as an advantage);
  • knowledge of country specific context (Moldova / Central East European region) will be considered as an advantage;
  • experience of fundraising activity;
  • proficiency in English. Excellent writing and analytical methods and skills;
  • good personal and corporate reputation and integrity.

EVALUATION

The cumulative method will be applied in the evaluation of the applications. The contract will be awarded to the candidate achieving the highest cumulative score from the technical and financial parts of the proposal. The technical proposal accounts for 70% of the total score and the financial proposal will account for 30% of the total evaluation score. The calculation criteria of the Financial Offer will be based on a percentage proportion, awarding 100% (equivalent to 30 points) to the lowest financial bid submitted.

APPLICATION PROCESS:

Offers may be submitted by individual candidates and/or legal entities. The signed and dated offer must sent by e-mail to application@old2.old.crjm.org or directly to the LRCM premises, 33, A. Sciusev street, Chisinau, MD-2001, by 30 October 2019, including the following components:

  • the copy of the registration certificate/extract for the legal person and the updated CV of the candidates, together with a Cover letter, which will contain: (1) interest in the assignment and a short description of previous portfolios/beneficiaries; (2) the name and contact details of two reference persons;
  • proposed action plan to achieve the key deliverables;
  • financial offer in USD, with the breakdown of costs (consultancy fee per number of anticipated working days, including costs for per diems, accommodation, travel to Moldova (1 (one) return trip). The offers presented in another currency will be converted at the official exchange rate of the National Bank of Moldova at the deadline date for submitting the offer.

For Moldovan candidates: (a) companies are invited to send their financial offers with the application of the VAT exemption with deduction right. The confirmative documents for VAT exemption will be presented by the beneficiary; (b) individual candidates – net amounts.

For foreign individual candidates/companies, if selected, the tax resident certificate issued by the relevant tax authority of the origin country will be requested. Upon presentation of the certificate of residence for tax purposes based on the Convention for the avoidance of double taxation, the Expert will have the sole responsibility for the payment of all applicable taxes relating to Expert and Expert’s employees arising from payments to be received.

 (!) Individual successful candidates should justify the requested fees by filling in a form (Contractor Employee Biographical Data Sheet in line with USAID requirements) indicating the fees received for similar services from at least three contractors, with the attachment of the supporting documents.

  • Declaration on conflicts of interest. In case of a conflict of interests, real or potential, with the members or employees of the LRCM, the bidder is obliged to declare it in a written document enclosed with the application.
