Victor URSU

Mr. Victor URSU is currently the Deputy Director of the Publishing House ARC. Mr. Ursu has built his long professional carrier, for about 26 years, at the Soros Foundation-Moldova (SFM), leading the Foundation, as Executive Director, between 1996-2018, and initially acting as Program Director between 1992-1996. His areas of expertise are diverse, particularly public policy, civil society development, management, and micro-financing.

Mr. Ursu has also activated as a researcher at the Institute of Physics from the Moldovan Academy of Sciences. He has bachelor degree in theoretical physics at Chisinau Technical University and completed Postgraduate studies at Moscow Lebedev Institute of Physics.

Oxana BRIGHIDIN

Oxana BRIGHIDIN is a legal officer at the Legal Resources Centre from Moldova since February 2021.

Oxana started her carrier at the Ministry of Justice, in the International Relations and European Integration Department, where she worked for five years. She later worked at the Moldovan Institute for Human Rights as a jurist consult. Between 2018 and 2020 she did the internship as a lawyer in the Vadim Vieru Attorney’s Office, than until February 2021 she worked as a lobby and advocacy specialist at P.A. “Concordia, social projects”.

Besides her professional activity, Oxana is also involved in other civic initiatives. She is a member of the Moldovan Young Lawyers Association, of the Action for Justice Platform, of the LEADx International Community and a trainer in the National Network for Legal Education. Oxana is a finalist of the Governance and Society cohort of Professional Fellowship Program (2020) sponsored by the U.S. State Department Bureau of Educational and Cultural Affairs. In 2014 she has been awarded the scholarship from the Embassy of France in the Republic of Moldova for a professional internship at the National School of Administration in Paris (ENA).

She holds a master degree in Political Sciences and two bachelor degrees in Law and International Relations from the Moldovan State University.

Oxana’s mother tongue is Romanian. She has good command of English, French and Russian and has an intermediate knowledge of Ukrainian.

Cătălina BÎRSANU

Cătălina Bîrsanu worked as a Legal Officer at the Legal Resources Centre from Moldova from October 2019 until February 2020. Previously, she worked as an assistant at a technical assistance project funded by the European Union. 

In 2018, Cătălina completed her bachelor degree at the Law Faculty of the Moldova State University, where during her studies she participated in several moot courts, such as Willem C. Vis International Commercial Arbitration Moot Court  and TLI International Mock Trial Competition. For two years she was a scholarship holder at Konrad Adenauer Stiftung, participating in simulations of the EU institutions’ decision-making process in Brussels, Tbilisi and Bucharest.

In 2019, Cătălina completed her master degree in Globalisation and Law at the Maastricht University, following the programme of International Trade and Investment Law. During her master studies she became a member of Maastricht University Team at Nuremberg Moot Court.

Cătălina speaks fluently Romanian (mother tongue) and English. She speaks Russian at the intermediate level, also French and Dutch at the beginner level.
