Between 1992 - 2012he worked at the Faculty of Law, State University of Moldova. At the same time, he was a lecturer at the Centre for Training of Judges and served as a member of the Experts Council of the National Commission of Securities, member of the Commission licensing Notary Activities, Member of the Commission licensing the Lawyers, Member of the Scientific Advisory Board of the Supreme Court of Justice. During his activity he participated in drafting and expertizing several laws drafts.

Nicolae Rosca graduated from the Faculty of Law, University of Bucharest, Romania. He also defended the master's thesis and doctoral dissertation in Law at the State University of Moldova.
