LRCM highly appreciates the efforts of the Ministry of Justice to draft the Law on the reorganization of the judicial map. The optimization of judicial map is one of the most important reform measures undertaken by the Justice Sector Reform Strategy (SRSJ) for 2011-2016. Additionally, optimization of the judicial map will create the necessary conditions for improving the quality of justice and will streamline the costs of the judiciary system. The draft law is well grounded, both from the legal and economical-financial aspects, nevertheless, the draft can be improved.

In this context, LRCM comes with several proposals to improve the draft Law in order to ensure the principles of independence and immovability of judges and to assure clarity and predictability of the law.

We recall that for the reorganization of the judicial several studies were conducted, namely:

• Study on optimization of the judicial map in the Republic of Moldova 2013-2014;
• Specialisation of judges and feasibility of creating administrative courts in the Republic of Moldova;
• Feasibility study for Court Optimization.
