The Justice and Anticorruption Reforms Forum, wich will take place on 18-19 November in Chișinău, is intended as a stage for discussion and debate between the main actors in the justice sector, politicians, civil society and development partners, in order to identify the feasible and effective directions improve announced reforms in the fields of justice and combating corruption and mitigate the risks associated to them.
The target groups of the Forum are representatives of legal professions, judiciary system overall, prosecution office, National Integrity Authority, Ministry of Justice, Government, Parliament, Presidency, civil society and development partners.
The Forum’s discussions will focus on the following topics:
The first day
1st Panel – The justice reform in transitional democracies: the vision on justice reform; the main directions of reform; cooperation and involvement of development partners; efficiency, continuity and irreversibility of reforms;
2nd Panel – Vetting: the vetting concept as proposed in the Republic of Moldova; how do we ensure the independence, fairness and thoroughness of vetting?; the role of development partners; the interconnection between vetting and other reforms; how do we reduce the risks of vetting?.
The second day
3th Panel – The vision on combating corruption in the Republic of Moldova: the main directions of reform; the efficiency, continuity, and irreversibility of the reforms; transparency in decision-making; digitization of public services; simplification of business procedures.
4th Panel – Investigation and sanctions for the grand corruption: sanctions in corruption cases; independence and efficiency of the Anticorruption Prosecutor’s Office; the relationship between the National Anticorruption Center and the Anticorruption Prosecutor’s Office; investigation and sanctioning corruption in the judicial system.
The Forum will conclude with a summary of discussions and the main recommendations made during the event. The recommendations will be forwarded to the Ministry of Justice, Government and Parliament.
