• Conduct a baseline study to identify legal and practical deficiencies affecting the quality of court judgements;
• Advocacy plan for amending the Civil Procedure Code to:

(a) reintroduce the obligation for full-reasoned judgments in the civil first instance courts;

(b) revision of the short procedural time-limits established for judges, and other identified in the baseline study to create conditions for better motivated court judgements

• Drafting the legal amendments incorporating the findings of the baseline study and consultations held
